EMS EXECUTIVE, EDUCATOR, CONSULTANT & ATTORNEY
Skip Kirkwood is an EMS executive, educator, consultant, and attorney with a broad range of public safety and health care experience. He holds a Bachelor of Science from the University of the State of New York, a Master of Science in Health Administration from Central Michigan University, and a Juris Doctorate (with Honors) from the Rutgers University School of Law. His post-graduate professional education includes the Executive Fire Officer certificate from the U. S. Fire Administration, a Certificate in Municipal and County Government from the University of North Carolina School of Government, and he completed the Executive Leaders Program at the Center for Homeland Defense and Security of the Naval Postgraduate School. Mr. Kirkwood holds the Chief EMS Officer credential from the Centers for Public Safety Excellence, is a Fellow of the American College of Paramedic Executives, and is a past member of the Board of Directors of the Commission on Accreditation of Ambulance Services (CAAS).
Skip Kirkwood retired on June 30, 2017, as Chief Paramedic/EMS Director for Durham County, North Carolina, culminating a 43-year EMS career. Upon graduation from law school, he was admitted to the Bar in New Jersey, Pennsylvania, and the United States Court of Appeals (3rd Circuit), and served as an Associate Attorney in the health law department of a major Philadelphia law firm. From 1991 until 1996, he served as Oregon’s state EMS director. Since that time he has let 911-EMS organizations in Ocala, Florida; Cedar Rapids, Iowa; Wake County, North Carolina, and Durham County, North Carolina.
For the last 13 years, Skip has also worked with the international EMS consulting firm Fitch and Associates, LLC, where his work has been centered in researching and implementing operational and technology improvements for clients.
